Not that it won’t be hard because of anything inherently bad in Victoria, mind you. But the Victoria team will face the same challenges the owners of the GBL’s Calgary and Edmonton teams face: the best players may not be eager to head north of the border, especially when there may be opportunities in warmer climes or in leagues with signficantly longer seasons.
