The plan, which will be reviewed again by the Loudoun County Board of Supervisors — the same group rejecting the development plan in 2007 — calls for a $3-billion manufactured community across Route 28 from Dulles Town Center. The development is now called Kincora, and it’s big: 4 million square feet of office space, 500,000 square feet of retail and 1,400 townhouses.
It would be anchored by a 5,500-seat ballpark designed by CMSS Architects, a D.C.-area firm. Indeed, the ballpark will be the first thing built at the site if the board issues a special-use permit at a meeting scheduled for next month. A local group, VIP Baseball, is seeking the Atlantic League franchise for a May 2011 opener; Waterford’s Robert Farren is the managing partner of the group.
