The state of negotiations depends on who you ask; talks are definitely ongoing, while some on the Northern League side say they consider it to be a done deal. The agreement as it stands now involves a cash payment to Rockford ownership when a shift takes place, as well as a waiver of franchise fees.
If Rockford does indeed enter the Northern League, it sets up the league with eight teams and a strong Chicago-area presence, especially if Lake County does field a team next season. In the Chicago area you'd have Rockford, Lake County, Gary, Schaumburg and Joliet; Fargo-Moorhead, Winnipeg and Kansas City would be the outliers.
