Times are tough, and it’s hard to argue more money should be spent on sporting facilities. But the state money discussed here comes from a fund specifically designed for capital improvements. And if there’s one thing history teaches us it’s that money spent on proper maintenance will cut down on the level of future spending. The Altoona Mirror hails the state funds as being necessary and appropriate.
